1. Decide what would you like to write about
Pick a niche in which you want to establish your blog in. Think about what you are interested in as well as what you are knowledgeable about as creating a blog around those topics would be easier and make more sense to you.
2. Choose a blogging platform
Most common blogging platforms to choose from are WordPress, Blogger, Squarespace and Wix. I recommend a self-hosting WordPress as it is most popular and versatile platform.
